    CSAG would like to thank the Government of Japan and the ITTO for the warm hospitality shown. We would like to thank the Executive Director of ITTO for his support to CSAG that allowed us to bring together nearly all of the governance team of CSAG here. CSAG takes seriously our important role for civil society as a contributor to ITTO's policy development, as collaborators in and contributors to activities implemented by member governments and others, and as potential implementers of ITTO activities, including projects. We are appreciative of the confidence that the ITTC and ITTO Secretariat have placed in CSAG in exploring an expanded role.

    Agenda for MegaFlorestais 2009. The MegaFlorestais working group aims to foster closer relationships between forest agencies, collectively strengthening their abilities to play leading roles in advancing sustainable forestry and forestry’s contribution to global social and economic development. The meeting in British Columbia continued MegaFlorestais’ focus on forest tenure, policy and regulations, and the changing roles of forest agencies – issues that are particularly critical in British Columbia and Canada today because of the increased attention being paid to forests in the global discussions on climate change mitigation and adaptation. In addition, the meeting discussed transitions in the global forest industry, and how agencies are responding to ensure that their domestic industries continue to contribute to rural development, as well as climate change and the role of forest agencies in addressing this critical global challenge.

    Conclusions: Protected Areas in the TF biome generally have significantly lower deforestation than comparable non-protected areas. Multi-use protected areas generally provide at least as much deforestation reduction (in absolute terms) as strict protected areas. Indigenous areas have a very high protective impact Rigorous evaluation methods can give very different results from naïve approaches.

    Generally, it is well known that implementing national public policies at the local arena is often characterized by conflicts with significant show of power-play. This is especially the case for policies on natural resource exploitation as various actors (both at local, national and sometimes international) often have vested interests. The literature on both natural resource policy implementation and conflicts is very rich with power occupying a center stage. Whiles there has been larger public and scholarly interest in understanding power-play in commons’ governance, there is little knowledge on the subject, especially with regards to systematic inquiry into how the various actors empower themselves and under what conditions they have been effective or otherwise. More recently, the notion of actor-empowerment has emerged as an analytical concept to study the role of power in conflicts. Actor-empowerment refers to the process through which actors in conflicts mobilize resources to undertake strategies of influence in order to achieve the capability to manage experienced impairments caused by other actors. The paper discusses empirical observations of actor-empowerment in conflicts related to forest-mining policy in Ghana and draw lessons for how commons resource governance can be improved. The paper argues that interventions in commons‘governance must focus on building actor conflict capabilities to assess critical power resources and create influence boundaries to interlock actor interests. In the studied case, traditional legitimacy, political legitimacy and access to economic resources for example were identified as critical for actor effectiveness in conflict management. However, the paper will introduce another dimension of effectiveness, episodic effectiveness, which is also crucial in governing resource conflicts. The recommendations are premised on two important. First, those policies on commons exploitation are often embedded in complex and plural systems of ownership, tenure and access rights. Second, that resource governance is aimed at achieving social justice, democracy and accountability in the policy landscape.

    20% of dense tropical forest is located in areas affected by armed conflict since 1990. Between the different continents Africa is home to most tropical forest under threat – 130 million ha out of a total of 220 million ha. Recognizing the significant overlap of forest and conflicts commentators have identified a new type of “forest war” on the rise in the western half of the continent, stretching from Sierra Leone to the DRC. Rather than territory or ideology, these conflicts seem to feature natural resources and the rights to these as the most important drivers. Whereas resources are critical drivers of African “forest wars” the lines of causation are not straightforward. Resources can be used by belligerent groups to finance war efforts whereby prolonging conflict. State resource dependence may damage economic growth and state performance, increasing the likelihood of violent opposition. And local opposition to resource extraction practices may scale up to widespread violence. Above linkages concern mainly non-renewable high value resources. In addition, unequal access to land, forest and water also add to grievances that motivate armed conflict. Forest wars in Africa tend to feature more than one of the above linkages. The present paper will briefly illustrate the multiple resource conflict linkages in Sierra Leone and the eastern DRC. Next it will review how the different linkages are addresses in past and ongoing peace efforts and estimate the risk of backlashes to the peace process as a result of wrongly or under recognizing certain dimensions. The paper argues that little progress is being made to clarify and recognize individual and collective property and access rights. Instead post-war resource governance approaches insist on centralist models to legalize high value resource extraction and root out all informal activities. Recommended actions include (1) selective sanctions on some resources and players in the eastern DRC; (2) concession reviews in mineral industries that allows for the legalization of informal business operations in both countries – the reviews should be made part of peacemaking in eastern DRC; and (3) land tenure and justice reforms that clarify individual rights vis-à-vis the community in Sierra Leone and between communities in the eastern DRC.

    The past decade has seen unprecedented change in South East Asia. Countries in this region have been undergoing rapid socio-political, economic and environmental changes. Indonesia, the largest and most populous country in the region, emerged as a new democratic country following the collapse of Soeharto’s totalitarian regime. In the decade since, Indonesia has been working progressively towards decentralizing almost all sectors, including for forestry. The results of forest decentralization in Indonesia have been rather mixed. While progress has been made in terms of more space being available for local actors (i.e. district government, local communities) to engage in decision-making, well-functioning forest governance systems are largely absent. A persisting problem is increased stakeholder conflict, some of which become severe and debilitating; resulting in distrust, resource degradation and violence. The principle reason for this escalation is the inability of conflicting parties to address the conflict in a timely manner and make effective use of available resources to address conflict. We argue that conventional conflict management approaches do not allow appropriate capacity development of conflicting parties as most conflict management interventions are externally driven. In other words, little attention is paid to maximizing internal actors’ capacities in addressing the conflict. After all, these stakeholders know best their situation and are therefore in a stronger position to maximize the use of and improve their capacity, which is a central component in addressing conflict. Therefore, addressing an escalated conflict constructively through the development of conflict capability is the central theme of this paper. Drawing upon the results of a case study from Sumatra, Indonesia, this study examines how forestry conflict under decentralization processes escalates and to what extent conflict capability can be developed. Our case describes a conflict between a logging company and local communities. We analyze how such a conflict arose and what factors led to its rapid escalation. In the discussing this case, we point out a number of actions related to building conflict capability that are worth considering if we intend to address such conflict constructively. Learning from this case, we also discuss the specific need for capacity building of NRM actors as a pro-active approach to addressing conflict. We share RECOFTC’s experience in capacity building and generate lessons as to how such capacity building activities may contribute to tackling NRM conflict in Indonesia and Southeast Asia in general. Finally, we draw some general conclusions and recommendations.
