An updated work plan for the UN-REDD Viet Nam Phase II Programme was approved in March 2016 by the programme’s Executive Group to facilitate an increased implementation pace, while providing a strengthened focus on delivery quality.

The UN-REDD Viet Nam Phase II Programme has been under implemented for the past three years, reaching some milestones, and also experiencing some challenges and delays. In late March 2015, the programme’s Executive Group approved a three-year no cost extension until 31 December 2018.  This decision was confirmed and formalized on 25 January 2016.

The year 2015 was marked by several contextual changes, notably:

Acceleration of the implementation, as demonstrated by the fund delivery rate in 2015 (US$6.6M) showing an upsurge of 94% compared to 2014.

  • The effects of changes in exchange rates impacted the programme; while the contribution in NOK remained the same the value in USD decreased from USD30.2M to approximately USD26.2M (applying 2015 average exchange rate).
  • The mid-term independent review of the National REDD+ Action Programme implementation, which highlighted some critical areas of improvement in the strategic approach to REDD+ in Viet Nam.
  • In 2016, the Programme will achieve key milestones on technical readiness under the UNFCCC, with a revised National REDD+ Action Programme, assessed forest reference level, safeguards information system designed and summary of information released.  It will also upscale implementation at province and site levels, with the finalization of REDD+ Action Plans in the six pilot provinces and REDD+ Intervention Agreements triggering more activities and investments.
  • In 2017, Vietnam aims to complete the technical framework for REDD+ under the UNFCCC, including the first submission of national REDD+ results. The country will also transition towards scaled up investments though the development of the National REDD+ Fund and a REDD+ investment plan to nurture national and international policy dialogue.
  • The year 2018 will focus on financial and technical support to the transition to full implementation phase, with the aim of institutionalizing and formalizing important policies and practices piloted by the Programme.

In updating the UN-REDD Viet Nam Phase II Programme, specific targets and milestones were translated for each remaining year of the programme for gradual strengthening of the REDD+ implementation, as follows:
