PROGRESS AGAINST THE WARSAW FRAMEWORK FOR REDD+ National REDD+ Strategy/Action Plan (NS/AP): Benin completed two assessments in 2016 with UN-REDD Programme support: an analysis of the forest sector policy and legal framework and a review of the tenure regime in the context of REDD+. These assessments provided background information and analysis that allowed Benin to independently draft its REDD+ Readiness Preparation Proposal. In addition, Benin completed a draft of a new Forest Law (Code Forestier) which integrates REDD+ and tenure concerns. The document was finalized after consideration during six regional consultations and a national validation workshop. The assessments also catalyzed interest in the Voluntary Guidelines on the Responsible Governance of Tenure and in 2016 Benin began preparations for two national multi-stakeholder workshops relating to the guidelines. National Forest Monitoring System (NFMS): The UN-REDD Programme contributed to progress on national forest carbon inventories through its regional support for 13 West African countries including Benin.
